Darcel L. Hulse is president and chief executive officer of Sempra LNG, which leads Sempra Energy's efforts to develop, build and operate liquefied natural gas (LNG) receipt terminals.


Sempra LNG’s largest project is Energía Costa Azul, a major new LNG receipt terminal in Baja California, Mexico, which was completed in May 2008. At this time, Sempra LNG is developing another receipt terminal – Cameron LNG – near Lake Charles, La., slated for completion in late 2008.

 

In his current position, which he has held since 2003, Hulse directs all operations of Sempra LNG. 


Hulse previously served as president of the predecessor companies to Sempra Generation and Sempra Pipelines & Storage, affiliates of Sempra LNG.

 

Prior to joining Sempra Energy in 1999, Hulse was president of Unocal Asia-Pacific Ventures from 1997 to 1999, based in Singapore, and was responsible for new-business development in Southeast Asia. During this time, he successfully negotiated major deals on behalf of Unocal in Thailand, Vietnam and Indonesia.


From 1990 to 1997, Hulse served as president of Unocal's Geothermal-Power Division where he oversaw the management of the division's full portfolio and led Unocal's first geothermal efforts into Indonesia.


From 1985 to 1990, Hulse was vice president of the Corporate Engineering and Construction Division for Unocal. He began his career in 1970 as an engineer at Unocal's Los Angeles refinery.


Hulse has a bachelor's degree in mechanical engineering from California State Polytechnic University at Pomona. He also is a licensed professional engineer by the state of California.


He has served on the board of directors of the Los Angeles Chapter of the Asia Society and was the founding chairman of California State Polytechnic University Industrial Action Council. Hulse also was a member of the University of Illinois Engineering Advisory Council. He is a trustee of the University of California San Diego Foundation.


Hulse serves on the boards of the Institute of the Americas, Los Angeles World Affairs Council, Pacific Council, and University of California San Diego Graduate School of International Relations and Pacific Studies. He also is an elected trustee of the U.C. San Diego Foundation.
